According to the plan, this year, Beijing will focus on pollution prevention and ecological expansion by project and management carbon reduction measures, which are more detailed and specified to make sure the implementation of the plan.

For air pollution, the plan aims to reduce the average concentration of PM2.5 in each district of Beijing. For water pollution, the plan requires to improve the quality of the water environment. For soil pollution, the plan targets on the safe utilization of the polluted land.

The plan sets up a performance assessment and accountability mechanism for all district governments and departments. It also highlights social co-governance, information transparency, environmental violation exposure, and public supervision.

The “One Microgram” action will be continued in 2020, focusing on critical polluters like heavy-duty diesel vehicles. The plan requires no more than 10 grams of dust per square meter after road cleaning. According to the plan, the city’s total emissions of pollutants in the transportation sector will be reduced by 30% compared to 2017. The plan also requires optimizing the distribution of restaurants and purifying the cooking fumes.

In addition, Beijing will accelerate the energy-saving reconstruction of the existing buildings and make sure that more than 80% of the new buildings are energy-saving. The plan also concerns about the agricultural and rural pollution issues, requiring 50% coverage of the sewage facilities in villages and 90% utilization of the livestock and poultry manure.
