ETS in China will be launched on December 19

On December 14, the National Development and Reform Commission issued a notice saying that a national teleconference will be held on December 19 to launch the ETS. According to the national carbon market construction plan, the years from 2017 to 2020 are for trial operation and improvement. Full-scale implementation will be seen after 2020.

According to the preliminary plans of the NDRC in 2016, there would be eight sectors incorporated into the ETS, including petrochemical, chemical, building materials, steel, nonferrous metals, papermaking, power, and aviation. In the mid-2017, only power, cement, and electrolytic aluminum industries were retained. Now, the plan only covers the sector of power generation, which emits 46% of the total national carbon dioxide.
