In March 2020, Zhejiang Province issued the Implementation Opinions of the General Office of the People’s Government of Zhejiang Province on Promoting Consumption and Promoting Stable Economic Growth (the “Opinions”) to encourage the implementation of a 4.5-day flexible working mechanism per week.

The Opinions emphasize that all localities and relevant departments should include consumption boosting work on the important agenda, studying the possibilities of issuing coupons and travel voucher to promote the recovery of the consumer market after COVID-19.

The Opinions also encourage the implementation of a flexible work system of 4.5 days a week, and support qualified agencies, social organizations, enterprises and institutions to implement the paid leave policy. At the same time, Jiangxi, Gansu Longnan, and Nanjing also issued similar policies.

Deputies to the National People’s Congress said that the implementation of the 4.5-day work system to reduce working hours would be the future trend.
