Shanghai issues Measures for Supporting Special Funds for Renewable Energy and New Energy Development

On June 8, the Shanghai Municipal Development and Reform Commission and its Finance Bureau, together with the relevant units, formulated the “Measures for Supporting Special Funds for Renewable and New Energy Development in Shanghai (Version 2020)”.

It aims to promote the sustainable and healthy development of renewable energy and new energy in Shanghai, and promote the optimization and adjustment of energy conservation, emission reduction and energy structure.

It proposes that for wind power and photovoltaic projects invested by enterprises, the main body of the project investment will be rewarded based on the actual electricity generated for 5 consecutive years.

The annual award amount for a single project does not exceed 50 million yuan.

The specific standards are as follows:

Regarding offshore wind power, the offshore wind power reward standard is 0.1 yuan/kWh, and for wind power projects located in deep water far from the coasts reward standard will be studied and determined separately;

In terms of photovoltaic projects, the reward standard for photovoltaic power plants in 2019 is 0.3 yuan/kWh, and the incentive standard for distributed photovoltaics (including household photovoltaics) is 0.15 yuan/kWh (school photovoltaics are 0.36 yuan/kWh).

In 2020 and 2021, the incentive standards for photovoltaic projects put into production will be reduced by 1/3 and 2/3 based on the 2019 standards.

Projects that have been filed and started before the end of 2019 and will be connected to the grid before the end of June 2020 will be eligible for the 2019 reward standard.

Projects that are filed and started in 2020 and completed and connected to the grid before the end of June 2021 can enjoy the reward standards for 2020.
