State Council issues opinions to promote export products for domestic sales

On June 22, the General Office of the State Council issued the Implementation Opinions on Supporting the Transfer of Exported Products to Domestic Sales, which was issued earlier than expected.
The opinions are to help bail-out development of foreign trade enterprises involving nearly 200 million people in employment. The State Council encourages enterprises to expand the international market while supporting suitable export products to expand the domestic market.
Article 1 of the Opinions points out that the government should speed up the transfer of domestic market access.
The Opinions propose mainly three measures. The first is to support export products to enter the domestic market.
For example, the government should relax the market entry for domestic sales, simplifying the certification process for export-to-domestic products, and simplify tax procedures for enterprises.
In addition, it should expand the scope of application to general consumer products and industrial products, and strengthen intellectual property protection.
The second is create multi-channel support for domestic sales.
For example, the government should build platforms for domestic sales and encourage foreign trade companies to connect with e-commerce platforms.
The third is to strengthen credit insurance and financial support. The government should provide financing services and support, encourage various financial institutions to provide financial support, and rely on large-scale e-commerce platforms to strengthen direct loan business to small, medium, and micro foreign trade enterprises.
