NDRC clarifies investment scope for special green development of Yangtze River Economic Zone
The National Development and Reform Commission issued a notice on the revision of the “Interim Measures for Investment Management in the Special Central Budget for Green Development of the Yangtze River Economic Zone”, which specifies the scope of support and subsidy standards for investment in the special central budget.

The Interim Measures will make it clear that the scope of this special support covers 11 provinces and cities including Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Guizhou, and Yunnan. In principle, it only supports 8 provinces and cities in the central and western regions, as well as areas covered by the nations’ policies for the central and western regions.
Investment funds are used for annual new construction or continued construction projects, and cannot be used for completed projects.
According to the “Interim Measures”, the investment focus in this special central budget is used to support key tasks that are clear and consistent with the annual work points of the Yangtze River Economic Belt, as well as to explore a new path for ecological priority and green development, and protect and restore the Yangtze River ecological environment.
In addition, it will also promote the realization of the value of ecological products and improve the transportation conditions of the Yangtze River Economic Zone, a green development project of great significance.
Specifically, it includes rectification projects for outstanding ecological environment issues, the Yangtze River Ecological Environmental Pollution Control “4+1” project, green development demonstration projects, water pollution control projects for black and odorous rivers, and green transportation projects.
For a single project, the scale of investment in the central budget does not exceed 100 million yuan or 200 million yuan.
